The purpose of this study is to evaluate the execution of the SIMPEG policy at the DPD RI Secretariat Office located in the Riau Islands Province. The findings of this research indicate that SIMPEG has been implemented fairly well, but a significant issue that must be addressed pertains to human resources. Penelitian ini mengkaji strategi untuk meningkatkan Partisipasi Publik dalam Formulasi kebijakan Strategi Meningkatkan kepercayaanTerhadap di Pemerintah Daerah Jawa Barat sebagai upaya untuk memperkuat kepercayaan Masyarakat. Tinjauan literatur menunjukkan bahwa partisipasi publik tidak hanya dipahami sebagai keterlibatan resmi lewat forum musyawarah, tetapi juga mencakup akses informasi, konsultasi, kolaborasi, serta proses pengambilan keputusan bersama seperti yang dijelaskan oleh Arnstein (1969) dan Huntington dan Nelson (1976). Metodologi penelitian ini menggunakan pendekatan kualitatif dengan studi kasus pada beberapa kebijakan yang diterapkan di Jawa Barat. Data dikumpulkan melalui wawancara mendalam dengan pejabat pemerintah, tokoh masyarakat, serta analisis dokumen kebijakan. Temuan penelitian menunjukkan bahwa partisipasi publik di Jawa Barat masih menghadapi berbagai tantangan pada tahap akses informasi dan konsultasi, meskipun ada usaha dari pemerintah melalui saluran digital dan forum-partisipatif. Namun, kepercayaan masyarakat menunjukkan peningkatan yang signifikan ketika partisipasi publik dilakukan secara kolaboratif dan menghasilkan kebijakan yang responsif terhadap kebutuhan warga. Pembahasan menyiratkan bahwa strategi yang efektif mencakup transparansi informasi, perluasan saluran komunikasi, peningkatan kapasitas aparat dalam mengelola partisipasi, serta pembangunan mekanisme evaluasi yang melibatkan partisipasi. Upaya peningkatan kinerja sering dilakukan melalui pemberian tunjangan kinerja dan penguatan motivasi kerja. Namun, berbagai penelitian menunjukkan hasil yang beragam terkait efektivitas tunjangan dan motivasi dalam menghasilkan peningkatan kinerja yang berkelanjutan. Perbedaan temuan tersebut mengindikasikan bahwa terdapat faktor lain yang berperan sebagai penentu, salah satunya adalah etos kerja. Etos kerja dipandang sebagai nilai moral dan keyakinan internal yang mendorong individu bekerja secara bertanggung jawab, disiplin, dan berorientasi pada hasil. Penelitian ini bertujuan untuk menganalisis kontribusi etos kerja dalam memperkuat pengaruh tunjangan kinerja dan motivasi terhadap kinerja pegawai melalui pendekatan Systematic Literature Review. Artikel yang dianalisis diperoleh dari basis data bereputasi, seperti Scopus dan Web of Science dengan rentang publikasi tahun 2020–2025. Proses identifikasi, seleksi, dan sintesis dilakukan mengikuti pedoman PRISMA guna memastikan transparansi dan kualitas data. Hasil kajian menunjukkan bahwa tunjangan kinerja dan motivasi terbukti berpengaruh positif terhadap kinerja pegawai, namun pengaruh tersebut menjadi lebih kuat ketika didukung oleh etos kerja tinggi. Etos kerja terbukti berperan sebagai penguat nilai dan arah perilaku kerja sehingga mendorong produktivitas dan pencapaian target secara optimal. This study aims to analyse the root causes of misalignment between education system and digital skill demands of industry in supporting Indonesia’s national digital transformation. The research employs a policy analysis approach using conceptual frameworks of future-ready digital skills and demand-driven skills development, alongside Bardach’s policy alternative evaluation method to assess the effectiveness of existing policy design. The findings indicate that the core problem does not lie in the absence of programmes, but rather in the lack of a binding and cross-sectoral national mechanism to systematically and sustainably translate industry digital skill demands into curriculum reform, workforce training, and certification systems. Policy fragmentation has led to sectoral interventions with limited impact on structural changes in provision of digital talent. This study recommends the establishment of national regulatory mechanism to integrate digital occupational competency standards into formal education system as a means to strengthen governance in digital skills alignment. Penelitian ini mengeksplorasi pengetahuan, sikap, dan persepsi mahasiswa bidang kesehatan terhadap implementasi kebijakan tersebut. Kerangka implementasi kebijakan Edwards III (1980) digunakan dengan berfokus pada aspek komunikasi dan disposisi kebijakan. Penelitian menggunakan desain deskriptif kuantitatif dengan terhadap 73 mahasiswa bidang kesehatan pada Desember 2024. Instrumen kuesioner mengukur dimensi komunikasi dan disposisi kebijakan menggunakan skala likert, dan hasilnya dianalisis data dengan statistik deskriptif. Hasil penelitian menyatakan sebanyak 90-96% responden memiliki pengetahuan baik dan sikap positif terhadap implementasi UU No. 17 Tahun 2023 tentang Kesehatan. Dimensi komunikasi kebijakan pada aspek transmisi sudah baik, meskipun aspek clarity dan konsistensi masih perlu ditingkatkan. Pada dimensi disposisi, responden mendukung uji kompetensi untuk mutu tenaga kesehatan (90%), meskipun 82% responden merasa cemas menghadapi uji kompetensi. Hampir seluruh responden (95%) menginginkan diangkat sumpah profesinya oleh organisasi profesi. Temuan mengindikasikan kesenjangan antara penerimaan normatif dan kesiapan praktis. This complexity is further exacerbated by the iceberg phenomenon, driven by the limitations of conventional reporting systems, pervasive social stigma, and survivors' apprehensions regarding identity confidentiality. As a strategic intervention, the Denpasar City Government initiated the Nayaka Prana Service in 2020, an innovative public service governance approach adopting a hybrid model to synergize online and offline ecosystems. This study aims to analyze the quality of this digital service using an e-government approach through a descriptive qualitative method. Data were collected via non-participant observation, document analysis, and in-depth interviews with eight key informants. The analytical framework was constructed based on the E-Government Quality (E-GovQual) model. The findings confirm that the institution has successfully achieved operational reliability through cross-channel consistency, ensuring no disparity in service quality between online and offline reporting mechanisms. Regarding information dissemination, the use of social media has proven to act as an effective psychological catalyst, reducing survivors' procedural uncertainty and organically expanding information reach. The novelty of this research lies in demonstrating that effective e-government services for protecting vulnerable groups are not defined by standalone, techno-centric solutions. Instead, success relies on bureaucratic agility in adopting commodity technologies integrated with humanistic interventions, culminating in a victim-centered hybrid model. This study proves that the inherent limitations of digital systems in addressing psychological trauma must be fundamentally supplemented by profound interpersonal empathy. This study aims to deeply analyze the role of the Assurance dimension in shaping student satisfaction at Palembang Tourism Polytechnic (Poltekpar Palembang), encompassing: per-indicator satisfaction levels, cross-cohort satisfaction patterns, service gap analysis, and implications for student loyalty and institutional quality. Using descriptive quantitative methods with 93 respondents from 1,245 active students selected via proportionate stratified random sampling, the study employed a 4-point Likert scale instrument adapted from the SERVQUAL model. Results show the Assurance dimension achieved 73% satisfaction, ranking second highest among five SERVQUAL dimensions, yet leaving a 27% dissatisfaction gap. Staff accountability in handling service re-delivery (75%) emerged as the primary strength, while direct on-demand service fulfillment (70%) constitutes the critical weakness. Cross-cohort analysis reveals an inverted-U pattern: the 2022 cohort scored highest (74.4%) while the 2021 cohort scored lowest (71.5%), interpreted as reflecting differences in service interaction intensity and expectation formation. Gap analysis identifies three root sources: inconsistent staff competence, absence of published SOPs, and limited service information systems. Among various influencing factors, professional competence is frequently cited as a fundamental prerequisite, yet empirical evidence from Indonesian vocational tourism higher education institutions remains scarce. This article examines the effect of professional competence on lecturer work effectiveness at the Palembang Tourism Polytechnic. A quantitative correlational-regression design was employed. The population and sample comprised all 58 active lecturers (total sampling). Data were collected using a validated Likert-scale questionnaire (12 valid items; ?=0.789) and analyzed via simple linear regression. Results indicate that professional competence positively and significantly influences lecturer work effectiveness, with the regression equation ? = 27.096 + 0.709X, t-value of 4.483 (p<0.01), and a coefficient of determination R²=0.265 (26.5% contribution). This finding suggests that nearly one-third of the variation in lecturer work effectiveness can be explained solely by professional competence. This study aims to analyze and evaluate the service workflow of the application in Guntung Paikat Village, ranging from the initial application submission to the completion of population administration services. Furthermore, it identifies inhibiting factors such as human resources, facilities and infrastructure, the application system, and community participation. This study employs a qualitative approach utilizing the CIPP (Context, Input, Process, Product) evaluation model. The results indicate that in the context aspect, limited socialization persists, preventing the application’s goal of facilitating public access to population services from being fully realized. In the input aspect, findings reveal limited human resource readiness, a lack of technical assistance from the Banjarbaru Department of Population and Civil Registration (Disdukcapil) to the village level, and the absence of formal complaint mechanisms and coordination channels. In the process aspect, workflow obstacles were identified, including account verification failures, missing completion notifications, and system malfunctions such as lag or “force closes” during document uploads. Finally, in the product aspect, the application’s rating on the Google Play Store declined from 3.3 to 2.9 within one year, indicating a decrease in user satisfaction.
