Penelitian ini bertujuan mengkaji secara sistematis reformasi manajemen publik dalam konteks regulasi dan tata kelola pertambangan batubara di Kabupaten Musi Banyuasin, Sumatera Selatan. Melalui pendekatan Systematic Literature Review (SLR), studi ini menganalisis 35 artikel ilmiah yang dipublikasikan antara tahun 2015–2025. Temuan menunjukkan bahwa implementasi reformasi manajemen publik di sektor pertambangan Musi Banyuasin menghadapi tantangan serius: lemahnya koordinasi antar lembaga, tumpang tindih regulasi antara pemerintah pusat dan daerah, serta kapasitas sumber daya manusia yang belum memadai. Studi ini mengidentifikasi empat dimensi utama reformasi: (1) reformasi kelembagaan, (2) penguatan regulasi, (3) peningkatan transparansi dan akuntabilitas, serta (4) pemberdayaan masyarakat lokal. Implikasi kebijakan penelitian ini menegaskan pentingnya sinergi antara New Public Management (NPM) dan Good Governance sebagai kerangka reformasi komprehensif untuk mewujudkan tata kelola pertambangan yang berkelanjutan.
